SPS is a defense consulting and systems-engineering firm specializing in high-technology programs and operationally grounded security solutions. In addition to our established expertise in acquisition strategy, technical writing, and regulatory compliance, SPS integrates cyber threat and vulnerability assessments through an expanding Red Team element, providing real adversarial insight to strengthen mission resilience.
SPS has developed HashBrown, a patent-pending quantum-secure PKI platform built on Hyperledger Fabric with NIST post-quantum cryptographic standards. Four provisional patents were filed in April 2026, and the technology is available for licensing or acquisition as part of our secure-communications portfolio. The company is led by a retired U.S. Army Signal Officer whose twenty-year career included service as a Tier-1 Unit CTO within Special Operations Command. That experience — spanning satellite, radio, and network-security operations — established the foundation for the technical and leadership standards that define Sans Peur Strategies today.
Following military service, his industry roles included senior positions at Cisco Systems, General Dynamics Mission Systems, and Persistent Systems, where he led major communications, IoT, and C5ISR initiatives. His expertise in secure network architecture, product integration, and defense communications continues to shape Sans Peur Strategies’ approach to technical precision and mission readiness.
Doug Hamilton guides operational vision, oversees program execution, and ensures that every deliverable meets the technical and strategic expectations of defense partners. A former Special Operations Communicator with JSOC-level experience, his career has been defined by precision under pressure, disciplined execution, and an unbroken commitment to secure communications across contested environments.
At SPS, Hamilton brings that operational clarity to the development of quantum-resilient architectures, secure-by-design mobility, and protected mission systems. His leadership keeps engineering paths aligned with Department of Defense requirements, emerging threat landscapes, and the realities of modern battlefield communication.
Josh directs long-range vision, shapes technology posture, and advances strategic initiatives across secure communications, SATCOM architecture, and emerging defense technologies. During his tenure with the Naval Special Warfare Development Group, he served as Branch Chief for Communications Research and Development, leading teams that delivered next-generation technologies for U.S. Navy SEALs.
His international experience expanded as Principal SATCOM Engineer with the NATO Communications and Information Agency in Belgium, where he curated a €1.85 billion space systems portfolio and shaped NATO modernization efforts. He later advanced segment-level strategy at L3Harris Technologies. Josh holds an MBA, a B.S. in Electronics Engineering, and multiple professional certifications across communications, cybersecurity, and systems engineering.
Dr. Dawn Lewis Sutherland directs the firm’s marketing outreach, research, contracting strategy, and policy initiatives. A former Contract Specialist with the Defense Logistics Agency, she brings extensive experience in FAR, DFAR, Direct Commercial Sales, Foreign Military Financing, and Foreign Military Sales. Her background ensures that every submission and compliance review meets the full measure of regulatory excellence.
Dr. Sutherland’s academic work in theological ethics, AI governance, and public policy adds a distinctive dimension to the company’s mission — integrating ethical discernment with the precision of acquisition law. Her leadership ensures that Sans Peur Strategies delivers solutions that are both contractually sound and ethically grounded.
Todd leads the engineering teams responsible for secure communications architecture, advanced software systems, and mission-ready network solutions. His background as a U.S. Army Network Communications Engineer and Team Lead grounds his work in the realities of contested environments and high-stakes operational requirements.
Robinson’s expertise spans secure systems design, cryptographic implementation, cyber operations integration, and full-stack network engineering. He has built and secured complex communication infrastructures, integrated cyber, SIGINT, and electronic warfare capabilities, and delivered technical leadership across mission-critical programs. His leadership ensures that SPS’s software initiatives remain secure, scalable, and aligned with the evolving needs of modern missions.

DJ leads adversarial security efforts across mobile and OS-level environments, overseeing threat modeling, vulnerability research, and offensive testing initiatives. His background in special operations cyber environments informs a disciplined, mission-oriented approach to assessing and exploiting mobile messaging platforms, with particular emphasis on Android ecosystems.
DJ brings deep experience in reverse engineering, dynamic analysis, and advanced offensive security methodologies, guiding Red Team operations to faithfully replicate real-world adversary behavior. Under his direction, attack surfaces and defensive boundaries are rigorously evaluated to ensure security architectures withstand sophisticated and evolving threat conditions.
Gabriel leads adversary-focused analysis at the intersection of mobile systems, signaling behavior, and operating-system-level exploitation. His experience supporting special operations-adjacent cyber missions centers on how sophisticated adversaries identify, degrade, and exploit mobile messaging platforms, with particular emphasis on Android ecosystems and OS-level behavior.
Gabriel’s work emphasizes reverse engineering and dynamic analysis to model real-world threat tradecraft, informing offensive testing from an electronic warfare perspective. This background strengthens understanding of attack surfaces and defensive boundaries by situating mobile security within the broader spectrum of adversarial disruption and exploitation.
